In order to avoid duplication and to complement ongoing and future environmental cooperation outside the Agreement, the Commission shall endeavour to develop its work programme in a manner consistent with the environmental work of other organisations and initiatives in which the Parties have an interest, including the Joint Agreement between Central America and the United States of America (CONCAUSA) and programmes implemented by government authorities. As part of its programme of work, the Commission shall endeavour to develop proposals and other means to complement and improve the work of such organizations and initiatives. CONVINCED of the importance of promoting all possible forms of cooperation to protect, improve and preserve the environment, including natural resources, in the context of achieving their sustainable development objectives, the Council approved in July 2015 the Strategic Plan 2015-2020, which sets out the priorities and strategic objectives of the CEC, to address key regional environmental challenges and complement the work of each of our domestic and foreign governments. As part of this strategic plan, semi-annual operational plans support these strategic priorities and objectives and facilitate cooperation projects. CEFTA supports the environmental provisions of the NORTH AMERICAN FREE TRADE AGREEMENT (NAFTA) by creating a level playing field to avoid trade distortions and promote environmental cooperation.
